Initially launched as a test pilot in 2019, the SWS scheme was initially run by two operators. In 2021, the Home Office decided to extend the scheme, increasing the number of work permits to 30,000 and the number of scheme operators to four. In 2023, the scheme was extended to 40,000 and six operators, along with a specific poultry visa. The operators of the SWS scheme function as sponsors under the immigration framework (tier 5).
